Functional review, service delivery assessment and strategic roadmap for modernization of water and sanitation sector in the Republic of Iraq 

 

 

This project is funded by the Iraq Trust Fund (ITF) and jointly implemented by UNICEF and UNHABITAT. Based on work already undertaken jointly by UNICEF and UNHABITAT, the World Bank and other donors, the project focuses on the review of the water and sanitation sector policy and strategy, sector efficiency, upstream program appropriateness and effectiveness, and downstream organizational and business process re-engineering. In such terms, SGI commits to provide the Client with a clear description of the existing sector policy framework and service delivery (decision-making) model for the sector, as well as to identify areas where functional efficiency and effectiveness can be improved within the current highly centralized service model at central, regional and sub-national levels. Within the proposed modernization road map for the water sector, SGI will also deal with the costing of basic service provision for water and sanitation and proposals for implementing the public finance management action plan within the sector towards allocative and operational efficiency and fiscal sustainability.
